Why wont my boyfriend have sex with me?

I have been seeing this guy for about 4 months now and have known him for 4 years, everything is great emotionally and physically and i will give him subtle hints on taking it to the next level as far as intimacy goes. For these 4 months all we will do is have extreme makeout sessions. There have been a few times when it would have possibly gone to the next level but then he says ok we have to stop. is this normal for a 25 yr old to do? Or is it a form of not wanting to get "attached'?

Three options/ He has self respect for himself. He caught a disease. Or he is still a virgin. Guys do not think about the attached subject, thats a women thing. You got some homework to do..
